The FIFA has sanctioned to the Barça with forcefulness. It accuses it to have infringido the rule on signings of foreign minors and punishes it without being able to fichar until the summer of 2015. What has done badly the Barça? What will cost him? How it can avoid the punishment?
The FIFA, the maximum organism of the world-wide football, has sanctioned to the FC Barcelona with forcefulness. And it aims to one of the most sensitive points of the Barcelona club. It accuses it to have infringido the rule on signings of foreign minors and punishes it with the impossibility to go in in the market of signings until the summer of 2015. This decision of the FIFA opens three interrogantes that will try to resolve: What has done badly the Barça? What will cost him? How it can avoid the punishment?
What has done badly the Barça?
The Barça has broken reiteradamente a rule of the FIFA, in force from October of 2009, that protects to the lower footballers of age. The rule forbids to the clubs fichar, to contest competitions of state field, to lower players of age, with three exceptions. If the player is community, can him fichar when it fulfil the 16 years: in this case, the Barça has acted properly with the signing of Alen Halilovic. If the player arrives accompanied by his familiar because these have moved his residence by reasons extrafutbolísticos, also can produce the transaction. And if the operation makes between two clubs situated in a radius of fifty kilometres with regard to the border of two states, also is authorised.
Which is the punishment that has received?
The Barça will not be able to make any traspaso, neither national neither international, during the two next periods of signings, that is to say, the market of summer of this 2014 and the market of winter of January of the 2015. Besides, it has to pay a fine of some 400.000 euros to the FIFA and will have to regularizar the situation of the ten players affected by the complaint in a period of three months.
What can do from now?
Like the own club admits that it has contravened this rule, although it have mediated in front of the FIFA to find a solution, is very difficult that the sanction remain revoked. What yes will do the Barça is to appeal in front of the Court of Arbitration of the Sport, with headquarters in Lausana. In this case, the Barça is totally prisoner of the time that take the TAS to go in and study the case. The last club to the that applied a similar sanction, although by a different case, Chelsea, by the signing of the player Gaël Kakuta, achieved that they raised him the sanction for the second period of signings.
In front of the sanction received, the Barça will present resource to the Committee of Appeal of the FIFA and, in the case of not prospering, also in front of the Court of Arbitration of the Sport, the TAS. In this second case, the Barcelona club would ask a suspension cautelar to be able to fichar when it go back to open the market.
The president of the Barça, Josep Maria Bartomeu, will give a press conference this afternoon to the 17h where will explain the version of the club after the sanction that has imposed him the FIFA by presumptive illegal incorporation of lower footballers of age.
