According to the FIFA the FC Barcelona would have broken the regulation 19 that regulates the signings of lower players of age in the European football. To continuation review the specific regulation of the FIFA and the three exceptions that contemplates
The FIFA has announced that the Football Club Barcelona will not be able to fichar to the two next markets (summer of 2014 and winter of 2015) by infringements related with the traspaso and the registration of lower players of 18 years. To starts of the 2013 the Barça received through the Catalan Federation a communiqué of the FIFA in which it forbade him the alignment of Lee Seung Woo, Korean forward and one of the big promises of the Barcelona quarry, for breaking his signing the article 19 of the 'Regulation on the statute and the transfer of the players'.

The regulation of the FIFA specifies three exceptions:
1 - If the parents change his domicile to the country where the new club has his headquarters by unrelated reasons with the football.
2 - If the transfer effects inside the territory of the European Union and the player has between 16 and 18 years.
3 - If the player lives in his house to a lower distance of 50 kilometres of the border, and the club of the neighbouring association is also to a lower distance of 50 km of the border".
The FIFA understands that the six footballers did not fulfil any of the exceptions. And therefore it has decided to sanction him.
