Finally the Provincial Audience concludes his sentence affirming that "as rightly it reasons the Fiscal Ministry, does patent that the partners that want to appear pretend to use a penal process to criticise and desautorizar the management of the entity that have carried to term determined people in the last years, a purpose for which exist other roads and other instruments but for which a penal process is not the most suitable, more still when versa on fiscal crimes"
