Villar, president of the RFEF from 1988, went in to form part of the ancient Executive Committee of the FIFA in 1998, after the election of the Swiss Joseph Blatter like president. The called operation "Soule", directed by the judge Santiago Pedraz of the National High Court, keeps in provisional prison without bail from the past day 20 to Ángel María Villar and to the first and responsible vice-president of the territorial of Tenerife, Juan Padrón, as possible managers of the crimes of disloyal administration, undue appropriation and/or swindle, documentary falsity and corruption between individuals.
