The FIFA has done official the decision of not sanctioning to the Colombian Zúñiga after lesionar to Neymar in a haphazard action in the party of chambers between Brazil and Colombia
The FIFA explains his decision with the following argument: "In particular, in this case, any retrospective action can be taken by the Disciplinary Commission of the FIFA, since the incident of the Colombian player Juan Camilo Zúñiga did not escape of the attention of the referees of the party, that is the first of the two requirements acumulativos and necessary". The FIFA has explained that the disciplinary commission of the FIFA can not act because the referee did not teach to the player any card.

The FIFA will not withdraw the yellow card to the central defence Brazilian, and prevents that the captain of the selection of Brazil participate in the semifinal in front of Germany. The FIFA has wanted to answer also to the requests of the Brazilian Confederation of Football, ensuring that there is not any legal base that allow to remove him the card.
