Barça's first rejection of Monaco for Ansu Fati, why?

Barcelona rejected Monaco's first offer for Ansu Fati and the operation is complicated. What is holding back the agreement?
After the departure of Álex Valle to Como 1907 and the termination of Clément Lenglet's contract, the next move expected in the FC Barcelona exit operation is the departure of Ansu Fati. Everything points to the attacker wearing the AS Monaco shirt next season.
However, although all parties seem to agree with the move, there are still some differences in very specific aspects of the negotiation.
According to the sports newspaper SPORT, the operation should be closed soon due to a presumed need of the '10' culé to have everything arranged before June ends, for tax reasons. But, for the negotiation to come to fruition, the aforementioned source points out two key points that must be resolved.
Transfer or loan: Ansu Fati's exit formula
The first of these points is the formula in which the disengagement will occur: whether Ansu Fati will arrive at the Principality team through a transfer or a loan with an option to buy. From this section, the second pending issue arises.
If the left winger leaves for the Monegasque team on loan, there is still no consensus on the value of the purchase clause. According to Fabrizio Romano, this would be 12 M€ and would also include a possible future sale clause on the culé academy player.
Monaco has already presented an offer and it was rejected by Barcelona
On the other hand, the newspaper MARCA has revealed that the negotiation could have an added complexity. AS Monaco would have already made a first formal offer for Ansu Fati, but FC Barcelona rejected it for considering it insufficient.
The team led by Adi Hütter, which apparently is not in a position to face an immediate transfer, would have proposed a loan in which it would not assume the entire salary of Ansu Fati. The player, in addition to being a market opportunity, earns a high salary (13.9 M€ gross, approximately) that, if fully assumed, would automatically make him the highest paid (and by far) of Monaco.
However, Barça has made it clear that it does not contemplate continuing to pay part of the salary of loaned players. Therefore, the first proposal from Monaco lacked effectiveness.
Ansu Fati's future is still up in the air
Now it remains to be seen if the Monegasques will present a new offer and in what terms. With Jorge Mendes as a key intermediary, the parties are looking for a formula that allows the operation to be directed. The resolution of this 'folder' will depend on how the market moves around Ansu Fati, a player for whom Barcelona has already made it clear that they are not counting on and whose cycle as a Blaugrana seems to be living its last chapters.
